UPDATE 5: Tropical Storm Nicholas

From the information we have received from the National Weather Service, Port Arthur will experience up to ten inches of rain over Tuesday. Jefferson County is under a Flash Flood Warning.

NWS outlook:
"Nicholas made landfall a little southwest of Freeport. It is now moving northeast towards Houston. It will continue to weaken as it slowly moves east towards Beaumont tonight, and moves into southwest Louisiana on Wednesday, before dissipating on Thursday.
Wind gusts today will be in the 20 to 40 mph range for southeast Texas and southwest Louisiana. A few power outages will be possible. Gusts will be 20 to 30 mph across the remainder of the region.
Rain totals will be 5 to 10 inches, with locally higher amounts of 15 to 20 inches possible. Be aware of the road conditions. Traveling is not recommended during flash floods.
Tides will be 1 to 2 feet above normal today and tomorrow. Minor coastal flooding is possible."
There is still a significant threat of flash flooding in Southeast Texas.

NWS outlook:
"Nicholas has become a category one hurricane, approaching the Freeport to Matagorda TX coast. It is expected to move a little inland to the Houston area overnight, and then travel east along the I-10 corridor from Beaumont to Lake Charles and Lafayette Tuesday and Wednesday.
The heavy rain and flash flood threat will be highest along the I-10 corridor from Beaumont to Lake Charles and Lafayette, extending down to the coast, and perhaps extending as far north as the US 190 corridor. Five to ten inches of rain is expected, with locally higher amounts of 15 to 20 inches possible.
If Nicholas does not move inland near Freeport tonight, we will have to monitor for a scenario where it could come up to the Port Arthur TX to Cameron region by Tuesday morning. Additional strengthening is not expected, but we could see gusty winds near hurricane force if that scenario happens. If we see hurricane force wind gusts, we will see power outages, some trees blown down, and damage to some roofs.
In addition, tides are expected to run 2 to 4 feet above normal in Sabine Pass to Cameron, so local roads could flood during high tide overnight tonight."

Sandbags are available today, September 13, 2021
Guidelines: Six (6) sandbags per address can be picked up at the Port Arthur Bob Bowers Civic Center, 3501Cultural Center Drive, or at the Port Arthur Downtown Pavilion, 500 Procter Street, for Port Arthur residents until the supply runs out. Please bring your ID and your own shovels. If you bring your own sandbags, the limit will still be six (6) sandbags.
According to updates from National Weather Service-Lake Charles, the National Hurricane Center, the National Oceanic and Atmospheric Administration, and Port Arthur Emergency Management, Port Arthur will have heavy rain Tuesday.
The Port Arthur Emergency Management Team is asking all residents and businesses to avoid driving during heavy rainfall, unless necessary.

Regardless of development, we are expecting 5 to 10 inches of rain, with locally higher amounts possible. Expect to see street flooding during periods of heavy rain, and possibly enter homes and businesses. The risk area covers our entire region through Wednesday.
Tides will run 1 to 4 feet above normal in our region, with the higher values in southeast Texas. During high tides, minor coastal flooding is expected."

"Tropical Storm Nicholas is forecast to make landfall on the Texas coast on Tuesday. The landfall location has shifted further north up the Texas coast, and a tropical storm watch is in place now for Jefferson County.
The longer it stays out over water, the better chance it has of becoming a category 1 hurricane.
Regardless of development, we are still expecting a significant flash flood event, with area-wide rain totals of 5 to 15 inches, and local areas seeing as much as 20 to 30 inches. Expect to see street flooding during periods of heavy rain, and possibly enter homes and businesses. The highest risk area is southeast Texas and southwest Louisiana.
Tides will run 1 to 4 feet above normal in our region, with the highest values in southeast Texas and Cameron Parish. During high tide, coastal flooding is expected and the roads that are most vulnerable will see water come across them in coastal sections of Jefferson County and Cameron Parish."

Sandbags
Port Arthur Emergency Management has opened another site for sandbags for citizens. Residents may go to the Port Arthur Downtown Pavilion, 500 Procter Street, to pick up sandbags. Guidelines remain the same.

Preparation guidelines:
Monday will be the only day for regular pickup of residential garbage. Pull in your toter as soon as garbage is emptied. Officials will notify the public about garbage collection for the rest of the week. Please do not put toters out on Tuesday until the notice is sent out. Thank you.
Secure all outdoor furniture, equipment, and items that may float off in the heavy rainfall. Please untie outside dogs from trees, or poles, too.

Be sure to clear the ditches in front of your home of debris and built-up leaves to avoid flooding; there will be a lot of rain, some sure to cause flooding in homes and businesses.
