The Utility Operations Department continues to make improvements within the Port Acres area. City staff has evaluated the design criteria for the Port Acres water treatment plant expansion, exceeding of daily average flow, and has collaborated with Freese and Nichols, Inc., engineering firm to evaluate current plant capacity concurrent with the addition of a recently installed aeration system. Based on Freese and Nichols, Inc.’s recommendation, the City is replacing two new centrifugal Return Activated Sludge (RAS) pumps and KAESER blowers to increase efficient plant operations and resiliency. With these improvements, Utility Operations administrators are confident that the City of Port Arthur will continue compliance with the Texas Commission on Environmental Quality's (TCEQ’s) capacity and re-rating regulations and increased water treatment capacity during rain events.
The City is expected to begin Phase 1 construction of Jade Avenue, tentatively, on January 7, 2019. We anticipate that the replacement of sewer main lines and manholes will significantly improve inflow and infiltration issues in the Port Acres’ water collection system. In addition, our Construction Manager and a City pipe-bursting crew has already initiated replacement of targeted sewer mains and connections. To date, our crew has rehabilitated 1,300 linear feet of 8” inch of sewer main piping, 16 taps and one manhole on Susie Street, and 550 linear feet of 8” inch sewer main lines with one manhole on Anne Street.
Since 2017, Port Arthur’s Conveyance Division has cleaned 4,300 linear feet of 8 “inch sewer main lines and 1,420 linear feet of 4” service lines. The following locations have been cleaned:
- Ash Street
- Cedar Street
- Julian Street
- 58th Street
- 63rd Street
