The City of Port Arthur Water Utilities Department celebrated the groundbreaking for a $67 million dollar wastewater treatment plant facility project. City administrators and elected officials, along with selected contractors did the honors. This project has a five-year plan toward completion, and Port Arthur has been recognized by the Texas Water Development Board as a leader in innovation as the first city in Texas having a state-of-the-art wastewater plant erected. Freese & Nichols’ Pearland office in partnership with local Consulting Engineering firm Arceneaux Wilson & Cole provided planning and design for the facility and will manage the construction phase. The Construction Contractor is ALLCO LLC.
