City of Port Arthur employees Flozelle Roberts, Director of Public Works, and Darlene Thomas-Pierre, Code Compliance Manager, were amongst several participants throughout the State of Texas to earn the nationally accredited Certified Public Manager (CPM) designation.

The Certified Public Manager (CPM) program is a nationally accredited, comprehensive management development program specifically designed for public-sector managers. Like similar programs in other states, our CPM program aims to address not only the unique challenges of the public management profession but also seeks to develop each participant's professional achievement goals. In this regard, the program integrates a two-pronged approach, focusing on theory and practice.

The Hobby School of Public Affairs Certified Public Manager (CPM) Program is an affiliate of the CPM Program offered through the William P. Hobby Center for Public Service at Texas State University and is accredited by the National Certified Public Manager Consortium. Graduates are entitled to use the official designation of Certified Public Manager® (CPM), a professional credential and designation which exemplifies recognized standards for excellence in public management and leadership. Upon successful completion of the CPM program, participants are entitled to use the nationally recognized Certified Public Manager designation in recognition of their achievement and are eligible to become Fellows of the American Academy of Certified Public Managers.
