The City Council and all City officers, departments, boards, agencies and commissions call upon the City Attorney for legal advice; and the Attorney also represents the City in all litigation and legal proceedings, drafts all ordinances (advising Council on such ordinances) and passes upon all legal instruments in which the City may have an interest.
